The Department of Animal Husbandry and Dairying (DAHD) has reviewed the progress of White Revolution 2.0 at a high-level meeting held at Vigyan Bhawan, New Delhi. The department is focusing on strengthening dairy infrastructure, improving animal health services and increasing farmers’ incomes. Shri Naresh Pal Gangwar, Secretary, DAHD, chaired the meeting. Senior officials from the Centre, State governments and key dairy institutions also attended. Together, they assessed ongoing schemes and discussed how to improve their implementation.
Focus on Stronger Dairy Infrastructure
First, the department reviewed the status of dairy infrastructure projects across states. Officials discussed milk processing capacity, cold chain networks and value addition facilities. They emphasised the need to speed up infrastructure development so that farmers can access better markets and reduce post-harvest losses.
Moreover, the meeting highlighted the importance of modernising dairy plants. Better technology can improve milk quality and increase efficiency. As a result, farmers can earn higher returns for their produce.
Improving Animal Health Services
Animal health remained a key priority during the review. Officials examined disease control programmes, vaccination drives and veterinary service delivery. They stressed that healthy livestock directly supports higher milk production and better farm incomes.
In addition, the department encouraged states to strengthen veterinary infrastructure in rural and remote areas. Timely treatment and preventive care can reduce losses for farmers. Therefore, expanding access to animal healthcare is central to the success of White Revolution 2.0.
Enhancing Farmers’ Incomes
The meeting also focused on measures to improve the earnings of dairy farmers. Officials discussed better access to credit, extension services and training programmes. These steps can help farmers adopt improved practices and manage their herds more efficiently.
At the same time, the department underlined the role of dairy cooperatives and producer organisations. Strong institutions can ensure fair prices, stable market access and reduced risk for smallholders.
Coordination Between the Centre and the States
Senior representatives from States and Union Territories shared updates from the ground. They also raised practical challenges related to funding, infrastructure gaps and manpower shortages. In response, DAHD assured continued support and closer coordination.
Furthermore, the Chairman of the National Dairy Development Board (NDDB), Shri Meenesh Shah, joined the discussions. He highlighted the need for innovation, data-driven planning and stronger value chains to make the sector more resilient.

Overall, the review meeting aimed to align efforts under White Revolution 2.0 with long-term sectoral goals. The department plans to monitor progress more closely and address bottlenecks quickly. With stronger infrastructure, better animal health services and targeted farmer support, the government hopes to drive sustainable growth in India’s dairy sector.
