Union Home Minister Amit Shah announced that India’s dairy sector has expanded by 70% over the past 11 years, making it the fastest-growing in the world. Under Prime Minister Narendra Modi’s leadership, milk production rose from 146 million tonnes in 2014–15 to 239 million tonnes, supported by a sharp rise in milch animal population from 86 million to 112 million.
Today, 8 crore farmers are connected to the sector, while per capita milk availability has increased nearly fourfold, from 124 grams to 471 grams. Shah emphasised that this transformation has significantly enhanced rural incomes and positioned India as the world’s top milk producer.
Sabar Dairy’s New Facility
Inaugurating the Rs 325-crore Sabar Dairy Plant in Haryana’s Industrial Model Township, Shah described it as India’s largest production facility for curd, buttermilk, and yoghurt. With advanced machinery, the plant boasts a daily capacity of 150 metric tonnes of curd, 3 lakh litres of buttermilk, 10 lakh litres of yoghurt, and 10 metric tonnes of sweets.
The facility is expected to generate direct and indirect employment while catering to the National Capital Region and Northern states, including Haryana, Punjab, Uttar Pradesh, Bihar, and Rajasthan.
Cooperative Vision and White Revolution 2.0
As Cooperation Minister, Shah underlined the government’s commitment to strengthening the cooperative sector. He assured that by 2029, every Panchayat will have a cooperative society. He also highlighted the White Revolution 2.0, targeting milk procurement of 1,007 lakh kg per day by 2028–29, backed by modernised plants and infrastructure.
Regional and National Impact
Sabar Dairy, part of the Sabarkantha District Cooperative Milk Producers’ Union, plays a critical role in supporting farmers across multiple states. Its expansion reinforces Gujarat’s legacy as the cradle of India’s dairy cooperative movement, with Amul as its flagship model.
Shah concluded by noting that the cooperative-led growth in dairy will not only ensure food security but also enhance farmer prosperity across India’s rural economy.
